I saw this in a tutorial:

*L = Wing-back = Left or Right
Normal DFL: Defence 66% + Midfield 17% + Attack 17%
DFL (Wing-back) – Play down the flank: Defence 60% + Attack 40%

Are these the same percentages for all players, or can the percentages increase depending on whether a player has a speed rating of 30, 50 or 70?

It definitely depends on the player's attributes, but more so on "distribution" of stats.

This is the game where my usually wide midfielders played as fullbacks (normal instruction), and their impact (points for that sector) in defense was much lower than impact in midfield or attack.

I think that those numbers are relevant for players that have optimal distribution of stats, but majority of my squad is a bit different, especially defenders (central defenders if I change their instructions to participate in build up, wide midfielders when they play as fullbacks) and central defensive / attacking midfielders because of the emphasis on impact on midfield.
