a D3 filled with inactive players has appeared in VF masters, while D2s are filled with inactive players
as a result, some active players are now in danger of relegation to D3 and inactive players are taking their place.

It was created when Kevlor signed up for the VF Masters... but he was alone in this division so it was agreed with us administrators that he would be swapped with an inactive D2 club, which was done.
As the inactive club exchanged was in D3, matches were scheduled and the group was filled with other inactives.
However, I don't think that active managers are incapable of leaving behind two inactive members of their squad in order to avoid relegation, should one occur.
In any case, the active players who are relegated at the end of the season can be returned to D2 instead of the inactive players who are promoted.
