I think it's not a good idea because managers who don't have 2 big teams will leave this cup aside so it would be useless.

Its not still based on the level, level 1 can't create cup vice versa to level 2,

The purpose of the cup

1. It will make competition an official tag
2. Clubs qualified will use a certain amount of money to join and will be compensated after every promotion of next round
3. It will only be teams from a particular division e.g Division 2 cup and all the teams from I to etc will qualify in the format I proposed.
4. It will make managers at least serious.
