There is a menu Staff --> Training Camps. When i click "New Training" button, system ask me to send training this staff. After i accept this, system shows me a message "The competence of .... can not be increased." Why this game has such a menu? Is there anyone who can send staff training and increased rating?

Another question; how can managers have 80 rating above staff?

This appears when a staff have reached the max stage they can do in their career (I don't know how much , I don't remember).
By the way, stage are really too much expensive, for the advantage it gives.
