This is a game of patience, where you have to progress and build up your team as you go along (starting with a young generation with less than 70 potential, for example). This will allow you to build up your infrastructure and take your club to the highest level later on.
The other solution is to join an agreement that will guide you on what is best to do and give you advice on running your club.
