My CF is a level 10 recruiter, but he only finds players with a maximum POT of 70.
Is this normal?
At level 9 he found small POT 78 etc..
How can I get him to do better?

My recruiter is the same, he rarely brings back good players unfortunately.

Yes, it's normal and, no, there's nothing you can do to make him do better apart from, if you have extra money, sending him on a training course so that he gains 1 skill point, but that's no panacea either. My RJ has a skill of 90 and he doesn't bring me back 80+ more than once every two or three seasons.

In itself, the impact exists, it's just that it's minimal, and with randomness, on the scale of a club, it's not noticeable. You might go from an average of 75 to 75, and unless you have thousands of samples it's not very tangible.

But we can see the impact on the coaches, on the TV channels / shop and infirmary, so there's no reason why there shouldn't also be this impact on the RJ.

As Blagoje explains, if you have money to lose, you'll never really make a profit, but you're still optimising one aspect of the game.
