I think that putting palmares back into the agreements for the divisions from 2 to 4 or 5 (I haven't been to see) could relaunch the agreements in the lower divisions, because here apart from division 1 where the title is played out almost every season between 2 agreements, this would relaunch interest in the other divisions.

Not a great idea, but at least it would give value to the work done by the new agreements.
Today, the old agreements already have a huge head start in terms of reputation, resources and recruitment, which makes it very difficult for new projects to progress, even when they are active and well organised.
