The calculation is good, it's the distribution of your player's characteristic points that is not optimized to maximize his NG. For an NG of 80, it would have been necessary to have an 80 40 40 in characteristics.

85 + 48 + 28 = 161 / 2 = 80.5
Afterwards, as it has just been said, it doesn't display NG 80 because your player is not balanced in the distribution of his characteristics. But it's very useful in passing mode.
