So why plan a 'river' cup with 512 places? Look for the mistake!
The list of participants will be completed on the basis of obscure criteria.
This cup should be limited to the first 256 registrants.
Or if it's for 512, why call it the Circle of Legends Cup?
Entries are accepted until 29 November and the season ends on 2 January, so I'd be very, very surprised if this cup ended before the end of the season by starting at the 1/256th final.
At the moment, 150 people have signed up, which isn't bad, but I'm not even sure we'll get to 256.

On a more serious note, and as you pointed out, there are more than 256 clubs in the circle. And even though some have been inactive for a long time, I imagine the cup was set up to be able to accommodate all members if everyone decided to join. And the next value is 512.

Now you raise an interesting question. Why not send an invitation via notification to all the members of the circle at the start of the season to confirm their participation or not? That way, if it's possible, the cup could be configured according to everyone's actual attendance record.

Every time it's the same, it's a waste of time, every Legends Cup has a topic for that reason, now I sign up, do 1 or 2 rounds and goodbye.
For me there should be only legends point, the one who stopped the game sorry but it's his choice if he came back in level 1 so no legend.

Yes, I agree 100%. This predictability of 512 entries is inconsistent with the fact that the potential entries are 358 minus the inactive or those who have good reasons for not wanting to take part.
There's nothing 'legendary' about the Legends Cup, which could potentially be won by a club that isn't in the 358.
It reminds me of the Euroleague in basketball, which could (potentially, because surely not this season, given their level) be won by a team from Dubai.

The first 256 would have been perfect; in any case, all the "legends" don't necessarily connect any more, so it'll be pretty good if we get to that figure.
