I have a striker who is at 64% training and has been in the academy for 47 days, and this has always been much more than enough to allow promotion. Did you promote a junior recently ?
Go to your Youth Academy. On the square Up Right, you have the day of the next authorized promotion.

By the way, if I can give you an advice, it's really better to wait until a junior reach 100%.
Your youth team participate at the junior's league, but you should organize friendly games to make them reach 100% training faster.
To do this, in the Youth academy > tab Youth team > green tab : match

Things have changed for the youth academy.

Before, it was possible to promote a junior before he was full trained.
Because, in the old system, a junior have only probabilities about his potential and his position. And more

Nowadays, all juniors have only one position and potential, so no more optimization of the probabilities is needed.
