Having a club scout to scout for a fee and bring in youth straight away would be a great idea. Tweaking this would improve the game from the youth scouting has it stands right now.

Im suggesting that every club can bring in 5 youth players per 12 month period to make it fair and balanced.

The scouts would look for talent at non league clubs thus keeping costs down.
