An IME is a medical-educational institute for mentally handicapped young people.

A webmaster does not technically have access to a phone's IMEI via a website, unless he is using illegal tools or intrusive applications, which is not demonstrated here, is it?
And the collection of IP addresses for the purposes of security, combating multiple accounts or fraud is permitted, as long as it complies with the RGPD (user information, legitimate purpose, limited retention period).
Publicly accusing someone of holding illegal data without technical proof or a court decision may, on the other hand, render the person making the remarks liable (defamation, unfounded denunciation).

When you log on anywhere, you leave a 'digital trace' (email, IP address, model of device and so on).
That's how the site recognises you.
Another example with Google Play is when you have several devices associated with the same email address. Well, Google will show you the exact names of your devices without having your IMEI.
