All the leagues are filled in this way: the groups fill up one after the other.
When the division is full, a new one is created (well, there's been a bug for a few seasons now, which means that the 1st group created in a division is 0, not 1, with no URL assigned, so it's almost invisible).

As for being 2, it lasts 7 to 10 days, then if there are still gaps, the game completes the group with inactive clubs.
Then, at the start of the season, all the inactive clubs are removed from the leagues ... and it starts all over again for the rest of the season (groups created one after the other, topped up with inactives if necessary ... etc ...).

un admin peut confirmer ce qu'il a dit maintenant nous sommes que 2 managers à cette heure ci donc c'est peut peut-être plus simple de supprimer 2 inactifs et nous mettre à leur place ou chaque nouveau dans un poule en div3 ce qui a été fait a époque en sublime league

One solution would be to relegate the economically inactive and bring in new entrants to the labour force.

Don't worry for those of you with incomplete squads: we'll be adding new entrants and/or inactive players as we go along, so that the championship starts with 8 teams.

I see that RomyTurtle, who was in group 0 this morning, is in Corsica D 3 G 1 !
By changing the url, group 0 seems to be non-existent, so it seems that this general bug has been resolved ...
