It can happen with inactive teams, but I have no idea why there are 13 players in the starting ”eleven", but match engine only considers 11 I think, so that won't be an issue, although that 11 could still contain 4 central defenders and 6 players in defense, both of which is "against the rules", but I wouldn't bother too much given the difference in quality and their previous results.
