Totally normal, unfortunately...

It's been like that for years. But then, during the last audio, we once again called for a random draw at the end of the group stage (with the possible beneficial effect of finishing 1st in the group, which would mean a place in the next round).
Aymeric45 agreed, but it hasn't been implemented yet. That may come one day, but for the moment, this system remains in place :/
