As a general rule, matches are still counted.
You'll see. If it's as usual, all of a sudden it'll unlock. And matches will be played at a very fast pace (like 1 minute IRL = 5 or 10 minutes of play).
So everything will be played very quickly, to catch up with the IRL time and get back to normal.

Of course, for those of you who had planned to use Tactics in important matches (IE, cups, championships), if it resolves as I explain (which is usually the case), it will be impossible to manoeuvre properly. It's a good idea to contact the admins and ask them to look into the matter (if the match has to be replayed, for example).
