If they're not in your training centre, it could be because they've accepted more attractive offers from other players.
In your training centre, if you go to the "detection" tab and then "contract", you'll see the young players you've offered a contract: if you click on the little green card to the right of each line, you'll see where they've gone.

Historically, there has always been a display bug on this.
The "red" contract indicating the junior's rufus remained grey even though the junior had accepted another club.
I thought this had been fixed but your problem looks very similar to this.
To check, search for your junior via the history of recruited players. It's sorted by country. Find if the name, and if it's there, click on it to see where it landed.
If not, give us the name, nationality and position so that we can try to find him
