You've answered your own question: the player can't return to his club because it's not supposed to be able to take on more than 32 players, so the loan deadline will keep being pushed back until the lender only has 31 players left in its squad.

Further clarification: under no circumstances can a borrower "break" the loan

Still strange that a level 1 is 37 players in his club
