This number depends on the number of youngsters you will have in your CDF on the first day of the new season.
The limit in the CDF is 16 players.
So if you have a CDF with 0 players you will be able to offer a maximum of 16 contracts.
If you already have 10 players in your CDF, you can offer a maximum of 6.

You can make as many scouting contract proposals as you have left in your CdF up to 16 juniors.

If you have an empty CoF, you can make 16 proposals.
If your CoF is full (counting the proposals already made), you won't be able to make any.
