Hello, I have been in the Corsican championship for several seasons and I am not in the cup this season, is this a bug?

No, it's not a bug but rather a random setting. Since there weren't enough clubs to start the cup with 32 participants, the game started with a 16-man cup by taking the 8 clubs from D1 and 8 others from the 16 from D2. You just had no luck. It happened to me one season in VF Masters; the cup had started in 1/2 with 4 clubs and I wasn't one of the lucky ones even though I was in D1. ^^

There is still a club inactive for 23 days...
