you can cancel a contract offer to one of those 5 and then you should be able to offer contract to another youth player

and yes, youth players who are offered contract are counted towards the limit, they've been ever since the detection's been introduced if I'm not mistaken, but I think that those who are offered contract don't count towards the limit regarding scouting - not sure, but I think that was a case and not sure if it was / is bug

I think there are two mistakes that are far from the truth.
Firstly, the number of scouts is low in the technical team, they should bring more burden but benefit. scouts should increase for both professionals and youngsters.

Secondly, at least 22-24 players should grow in the youth system, some of them should be auctioned because they are not given a contract or promoted, thanks to their manager.

Rival teams that are on the radar of the scouts should be able to sway the opinion of the players. It will provide a little more infrastructure competition.
