You can convert staff to 80 if they have at least 80 potential. If they have less, their skill will be equal to their potential and you cannot raise it because you are level 3 and you cannot raise his skill beyond 9x3=27. It's a hypothesis based on what I've seen with levels 9 and 10. Level 9 = maximum skill 81 (9x9) Level 10 = maximum skill 90 (9x10)
