There's no real deadline, you just have to check that he's not in the federation, otherwise he won't appear on the conversion list.

Can he be retrained on 20/6? Or do we have to do it before that?

We'll try not to give you an answer that's totally off the mark. But, yes, conversion is possible right to the end and it's immediate. So you can use your player right to the end.
