There can be 2 sister agreements in division 2.
This is not possible in division 1.
This was the case last season when LV3 was in D2 with LV2, before dropping down to D3.

Now if we take the personal case of LV3, there's no conflict of interest in the sense that LV3 doesn't currently have the level for D2.
And given that LV2 and LV3 members cannot compete against each other in IE, it's actually more of a handicap for LV2, which regularly plays on the D2 podium (this season is a little more complicated), because LV2's rivals for the podium will be able to play LV3s. We saw this last season when LV3 finished last or second last and played several top D2 teams.
But yes, otherwise I quite agree why ban in D1 and not in D2.

Je pense, que le plus important est de prendre du plaisir et les niveaux augmenteront à chaque fois.
