If you create an account on the phone and another on the phone, well you have two accounts on the same IP and therefore you will be in breach of the vf regulations,

Yes, we've told you
Two accounts on the same IP is a multi-account and therefore forbidden.
It doesn't matter whether you change your phone or format it. If you connect with both accounts on the same network (WIFI or mobile) you'll have two accounts on the same IP address and therefore banned from the game!

If I understood correctly, they are not asking hypothetically, but they lost access to the former account and created a new one, so they are afraid they could be accused of cheating and banned.

I have no idea about these rules, but I'd expect understanding of situation and as long as the former account remains inactive (maybe you should even ask for deletion of that account), it should be ok, but that's just my opinion.

Deux comptes sur la même ip c'est du multicompte donc interdit
Que tu changes de téléphone, que tu le formates c'est pareil ça ne change rien. Si tu te connecte avec les deux comptes sur le même réseau (WIFI ou mobile) tu auras deux comptes sur la même adresse IP et donc interdit sur le jeu !
