Whilst browsing for a youth match by chance, I came across a club with a Level 11 academy

Here’s the start of an explanation (mind you, I’m not saying that’s exactly what happened, but it certainly seems the most likely scenario to me):

This club had been inactive for a while, as evidenced by the regular signings of free agents for around 2M. Then it made a comeback in the game and benefited from the relaunch programme, which notably allows you to get NG 90 players for €0, but also to unlock construction levels for free for the CDF. All it took was for it to have had more free construction levels than necessary to break the 10 mark.
Now, I think this is a first. The MDJ will step in to sort it out ^^
