A div4 agreement (at the top of the range, without naming it) was able to meet div5 agreements during its IS matches.

Unless I'm mistaken, this is a bug. Is it possible to check?

You've got the IS div3-div5 cup, which means that the agreements are up against each other from divisions 3 to 5, which is narmol ^^.
