I don't know if it's a bug, but this season I'm not entered in my league's cup. I had a bad season, 5th in the 3rd division. It's the first time I've played that I don't have this cup.

On the first point, I see that last season the first round was a round of 32, with 64 teams taking part.
This season it's a round of 16, with only 32 teams. I don't know why your club wasn't selected as one of the 32 participants, or why there aren't 64 participants like last season.

For an 8-club cup, only the D1 clubs are taken (8).

For a 16-club cup, all the D1 clubs (8) and 8 D2 clubs are drawn at random.

For a 32-club cup, all the D1 clubs (8), all the D2 clubs (16) and 8 D3 clubs are drawn at random.

For a 64-club cup, we take all the D1 clubs (8), all the D2 clubs (16), all the D3 clubs (32) and 8 D4 clubs drawn at random.

And so on.

The number of clubs entered in the cup depends on the number of clubs entered in the league at the start of the new season, which excludes new entrants and, of course, those who have left the league as normal.

If there are fewer than 64 clubs registered in the league, we start with a cup of 32 clubs, and so on.
For example, there were fewer than 16 clubs registered in the VF Masters, so the cup is made up of D1 clubs only.
