Personally, I think it's very healthy that VF gives more value to clubs that play competitively than to those that choose not to.

The fact of being level 10 "Two star legend" is not taken into consideration when calculating the number of visitors; it is the index and only the index that is taken into account.
You're index 7, so the expected attendance is just under 46,000. Your victories and defeats will push your stadium's attendance towards that number.
Having said that, even with an index of 10, the expected attendance isn't 100,000 (as we saw above with Sanders, whose attendance is around 59,000), so there's clearly no point in keeping a 100,000-seat stadium (unless you only play friendlies or become unbeatable). That's why Aymeric implemented the possibility of destroying stadium seats in this attendance update, while recouping part of the investment required to build it.
