It's normal for you, loans aren't affected and players who don't have 30% don't participate. Like every season in fact.

As far as loans are concerned, yes, it's logical that this has been in place since last season, and there's no reason why players returning from loan shouldn't benefit from it, as they've been at the club for several months.

I don't have any examples in this particular case, but I know that those who were transferred last season less than 56 days before the training camp took their points, just like those who left the training centre at the start of the season.

Instead of having to fix these micro-details, the admins would have better time tracking down the cheats, like the ones who shamelessly took advantage of a flaw in the physical stages, which led to a change in settings riddled with tiny bugs and an illogical trick that prevented players on loan from taking advantage of the stages.

NB: I've also had 2 players who didn't get any points, but I'm not asking for that to be corrected - it's just one of the 45,000 mini-hazards that plague the game.
