As I remember it, the closer you get to your VF index cap, the smaller the gains.
If you quickly move up to VF 4, you should see a bigger gain in supporters for a while.

As Azby said, it may be more a question of the index. It's likely that you've changed index at the change of season (inactive players are usually removed at that point) and that this has lowered your gain in supporter per win.

I moved up to VF Level 4 on the first day of the new season, before moving back to VF Level 3 the next day. Knowing that I've only got about forty points left before I pass Level 4 maybe it's all connected 👍
